p-tRNA(His) + ATP + GTP pppGp-tRNA(His) + AMP + diphosphate (overall reaction)
(1a) p-tRNA(His) + ATP App-tRNA(His) + diphosphate
(1b) App-tRNA(His) + GTP pppGp-tRNA(His) + AMP

The enzyme requires a divalent cation for activity.
