1-hydroxy-2-naphthoate + NAD(P)H + H+ + O2 1,2-dihydroxynaphthalene + NAD(P)+ + H2O + CO2

1-hydroxy-2-naphthoate hydroxylase is involved in chrysene degradation in some bacteria.
