diphosphate + oxaloacetate phosphate + phosphoenolpyruvate + CO2

This enzyme also catalyses the reaction:

phosphoenolpyruvate + GTP + CO2 pyruvate + GDP.

It is transcriptionally upregulated in the liver by glucagon.
