All these files are shadowing similar (but more recent) seals of the Provinces of Philippines. According to Commons [[:C:Template:PD-PhilippinesGov]] these files are not copyrighted. However the same template warns that it is not always the case. Also, this license conflicts with our license [[Template:Non-free Philippines government]]. In a nutshell,  Republic Act 8293 basically is saying "Our gov files are in the public domain excepting for non-commercial uses".
